Payment & service terms
Clear scope, confirmed pricing, and written terms.
These general terms explain how GovHead scopes services, handles payments, cancellations, client responsibilities, and unclassified federal-work boundaries. Your written engagement controls if it differs from these terms.
Fixed-fee services
Generally 50% to begin and 50% before final delivery, unless your agreement states otherwise.
Retainers
Monthly capacity bills in advance.
Included services and capacity are defined in the applicable engagement.
Unclassified work only
Do not send classified information through GovHead systems, email, cloud platforms, or AI tools.
Terms in full
All prices are in U.S. dollars unless otherwise specified. “Starting at” prices are minimum fees for qualifying engagements. Final scope, pricing, schedules, deliverables, and availability are confirmed in writing before material work begins.
01
Service engagements
All GovHead services are provided pursuant to an agreed service scope, statement of work, order, proposal, service agreement, or other written authorization.
The applicable engagement may identify services and deliverables; the federal opportunity, agency, account, or market covered; schedule and anticipated completion date; client responsibilities and required inputs; proposal allocations; included meetings and revisions; professional fees and payment schedule; approved expenses; and excluded services. GovHead is responsible only for services included within the agreed scope.
02
Pricing
Final pricing may vary based on scope and complexity, proposal size and volumes, agencies or accounts, research and technical requirements, consultant expertise, deliverables, delivery schedule, rush or travel needs, and other client-requested services.
Pricing is confirmed before material work begins.
03
Hourly services
Hourly services are billed at the rate stated in the applicable engagement. GovHead may require a prepaid block of professional hours or advance retainer before work begins.
When an engagement approaches its authorized hour or budget limit, additional work requires client authorization before material additional charges are incurred whenever reasonably practicable.
04
Fixed-fee services
Unless different terms are stated in the applicable agreement, 50% is due to authorize and begin the engagement. The remaining 50% is due before delivery of the final deliverable.
The initial payment authorizes GovHead to begin work and reserve professional resources. Large or longer-duration engagements may use milestone payments. Final editable deliverables may be withheld until amounts then due have been paid.
05
Annual proposal packages
Annual proposal packages provide access to the agreed number of qualifying proposal engagements during the applicable 12-month contract term. They may be paid in full in advance or according to a written installment schedule approved by GovHead.
Each proposal allocation applies to one defined response to one qualifying federal opportunity. Multiple volumes associated with one opportunity may be included only when identified within the approved scope.
- Allocations must be used during the applicable contract term.
- Unused allocations expire when the contract term ends, have no cash value, are not transferable, may not be resold, and do not automatically carry forward or qualify for a refund.
- Large, multi-volume, highly technical, unusually complex, classified, or accelerated requirements are not automatically covered by a standard allocation.
06
Monthly retainers
Monthly retainers are billed in advance. The applicable engagement identifies the included services, deliverables, consulting capacity, meeting cadence, research requirements, and other benefits.
- Monthly capacity applies only to the applicable billing period.
- Unused monthly capacity does not automatically roll forward and has no cash value.
- Separately priced GovHead services are not included unless expressly identified.
07
Payment methods
GovHead accepts approved electronic payment methods identified on the applicable invoice or checkout page. Accepted methods may include major credit cards, major debit cards, and approved electronic invoice-payment methods.
GovHead does not accept ACH or direct bank-transfer payments. Payments must be made through a GovHead-approved payment method or payment processor.
08
Client responsibilities
Clients are responsible for providing accurate and timely information required for GovHead to perform the engagement.
- Solicitation documents and amendments; technical and pricing information; cost assumptions; corporate experience and past performance.
- Resumes, personnel information, certifications, representations, teaming and subcontractor information, branding materials, business-development objectives, and requested reviews, approvals, and decisions.
- Clients remain responsible for verifying information submitted to the government and for final corporate authorization of their submissions.
09
Client delays
GovHead may establish deadlines for required client information, reviews, decisions, and approvals. If information is late or incomplete, delivery schedules may be adjusted, deliverables may contain identified client placeholders, rush charges may become necessary, or additional work may constitute a change in scope.
GovHead is not responsible for missed government deadlines caused by delayed, incomplete, or inaccurate client information.
10
Scope changes
A material expansion of an engagement may require additional fees or a revised schedule. Examples include additional opportunities, agencies, accounts, volumes, research, meetings, technical requirements, subcontractor coordination, travel, major solicitation amendments, substantial rewrites, accelerated deadlines, weekend or holiday work, and deliverables outside the original scope.
GovHead will identify material out-of-scope work and obtain client authorization for additional charges before proceeding whenever reasonably practicable.
11
Rush & accelerated services
Work requiring unusually short turnaround, immediate consultant mobilization, after-hours, weekend, holiday work, or significant acceleration may be subject to additional fees. Any applicable rush fee will be communicated for approval before accelerated work begins whenever reasonably practicable.
Rush engagements remain subject to GovHead resource availability.
12
Cancellations
Clients may cancel an engagement by providing written notice. The client remains responsible for services performed, authorized hours incurred, work in progress, reserved resources where provided by the agreement, approved third-party expenses, and other authorized commitments made on the client's behalf.
| Cancellation timing | Applicable charge |
|---|---|
| More than 10 business days before scheduled start | Work performed + nonrefundable expenses |
| 5–10 business days before scheduled start | Up to 25% of engagement fee + expenses |
| Fewer than 5 business days before scheduled start | Up to 50% of engagement fee + expenses |
| After substantive proposal work begins | Services performed + applicable committed costs |
13
Rescheduling
GovHead will make reasonable efforts to accommodate client-requested schedule changes. Rescheduling is subject to consultant availability, existing client commitments, government deadlines, proposal submission dates, and required resources.
Material schedule changes may require revised staffing, pricing, or delivery dates.
14
Refunds
GovHead provides professional services rather than returnable physical products. Professional services already performed are nonrefundable, including authorized time spent on research, consulting, solicitation analysis, proposal development, writing, editing, strategy, customer research, opportunity sourcing, capture, meetings, and development of deliverables.
Prepaid funds not yet earned or contractually committed are handled according to the applicable engagement and cancellation terms. Unused annual proposal allocations or monthly retainer capacity do not automatically create a right to a cash refund. Any approved refund or service credit must be documented by GovHead in writing.
15
GovHead cancellation
If GovHead cancels an engagement and cannot provide contracted services, the client will receive, as applicable, a refund of prepaid amounts attributable to services not performed or a mutually agreed service credit or replacement service. Amounts attributable to services already performed remain earned.
16
Government cancellation, delay or amendment
Federal agencies may cancel, delay, suspend, amend, restructure, or otherwise modify procurement opportunities. These actions are outside GovHead's control.
If an agency cancels an opportunity after GovHead begins work, services already performed and approved expenses remain payable; treatment of remaining prepaid funds follows the applicable service agreement. Minor amendments may be addressed within scope when reasonably possible; material amendments may require a revised scope and additional fee.
17
Classified information
GovHead does not provide classified proposal services. Clients must not send, upload, disclose, or otherwise provide classified information to GovHead or its personnel. Standard systems, commercial email, cloud platforms, collaboration systems, and AI tools are not authorized channels for classified information.
If an opportunity includes classified and unclassified components, GovHead may consider supporting only a clearly segregated unclassified portion after confirming that no classified information is required.

No guarantee of government outcome
GovHead fees compensate GovHead for professional services performed and are not contingent on government outcomes. GovHead does not guarantee contract awards, proposal scores, SBIR/STTR funding, government meetings or responses, introductions, teaming agreements, procurement influence, favorable acquisition decisions, or specific revenue results.
A client is not entitled to a refund solely because a proposal is unsuccessful, an opportunity is cancelled, a government meeting does not occur, or another company receives the award.
19
Billing or refund requests
Requests for billing adjustments or refunds must be submitted in writing and identify the applicable engagement or invoice, amount disputed, reason for the request, and supporting information.
GovHead will review the request against the applicable scope, services performed, payments received, resources committed, cancellation terms, and approved expenses. Any approved adjustment, refund, or credit will be confirmed in writing.
20
Written agreement controls
The applicable GovHead service agreement, statement of work, order form, proposal, or written amendment controls if its terms differ from these general Payment & Service Terms.
Pricing, schedules, deliverables, proposal allocations, consultant availability, and other engagement terms are final only when confirmed by GovHead in writing.
